I recently ran into this issue while upgrading my current drive to a larger drive. Using an external USB device, I created my system image. After replacing the drive and starting the system restore process, I received this message.
After attempting many different failed recommendations, I attempted to move my system image including the \WindowsImageBackup folder the image resided in to a powered USB external drive. Believe it or not, that did the trick. Hope this helps.
